Registration of contractual agreements with airlines and partners, ensuring inclusion of a guarantor representative clause.
Certified documentation: Submission of certified copies of the aviation company’s establishment contract.
Official Procedures
- Submission of a Letter of Designation from the airline’s Civil Aviation Authority (CAA) to the President of GACA via diplomatic channels, stating the operation type (e.g., Ad-Hoc Charter, scheduled flights).
- Processing through various GACA departments:
- Air Transport and International Cooperation
- Economic Policies and Logistics Services
- Aircraft Operation Security Program (AOSP)
3. Final review by GACAR Part 129 Foreign Operator Authorisation based on aircraft schedule and operational type. These procedures safeguard aircraft registration, safety, and insurance protocols.

GACA Representation & Responsibility
- In accordance with GACA regulations, all foreign air carriers operating in Saudi Arabia must appoint a locally based management entity to:
- Represent the airline within the Kingdom

- Manage sales and operational compliance
